Georgia Guardsman Appointed Chief of Leave Programs

     Lieutenant Colonel  Frazlier L. Pope II, a member of the Georgia Army National Guard, currently serving on active duty with the Coalition Forces-Land Component Command, Camp Arifjan, Kuwait, was recently appointed Chief, Rest and Recuperation (R&R) Programs for Iraq, Afghanistan, Horn of Africa, Kuwait and the many other countries of the U.S. Central Command area of operations. LTC Pope is assigned as a Special Staff Officer on the staff of Lieutenant General David McKiernan, Commander, 3rd Army, Army Central, and (CFLCC).  LTC Pope’s responsibilities include management of the theater’s R&R Leave and Pass Programs and emergency leave for theater assigned personnel.  He also functions as Deputy, Policy and Programs out of the CFLCC –C1 (Personnel Section).

     LTC Pope executes the commander’s intent by coordinating the execution of the theater’s R&R and Pass Program services, serves as the Subject Matter Expert, providing program oversight, developing policy and defining R&R Leave Fully Funded Travel. He also ensures identification and resolution of occurring and systemic program issues, conducts flight performance monitoring, daily operational consultant to CFLCC staff, tracking of all flights, operational logistical support requirements and works as liaison with the Army G1 R&R Task Force at the Pentagon.

    Additionally, LTC Pope recently completed a14 month assignment with U.S. Army Europe, Triana , Albania on the U.S. Embassy staff as a Military Liaison/Bilateral Affairs Officer. His previous military assignment was with the Georgia Army National Guard as Chief of Logistics, Georgia Army National Guard Training Site Command, Fort Stewart , GA. The commander is COL Frank Williams. His full-time job is in the Georgia Army Guard’s State Headquarters, Facility Management Division, Atlanta , Ga.

    “ Under the R&R program, we provide an invaluable service of temporary respite to the war fighter. This program assists in substainment of force readiness; it includes individual personal readiness and one’s family readiness too. I’m extremely proud just being a part of this essential service support effort on behalf of our troops. This program involves many working parts and the concerted effort of many folks who make it all happen everyday. This assignment is truly a major highlight of my military career. Its’ an assignment that I will always truly treasure for the rest of my life.”  LTC Pope.

    LTC Pope’s last major project for the R&R Program was the recent theater recognition of the 100,000th R&R Vacation Traveler.  LTC Pope lives in the McDonough, Georgia area, has two children, a daughter Kimberly at Eagle’s Landing High School, and a son, Frazlier III, a senior at Alabama A&M University, Huntsville, Alabama. He’s a member of the Beulah Baptist Church , Decatur , Ga. where the Rev. Dr. Jerry D. Black is pastor, the Omega Psi Phi Fraternity, Inc. and several other organizations and clubs. He also is a graduate of Shaw, University, Raleigh , NC and a former member of the North Carolina Army National Guard.

    His hometown is Kinston , N.C. where his mother, Mrs. Mable C. Pope and many other family members reside.
