HRO director, Peno, promoted to ANG colonel

Georgia Air National Guardsman, Lt. Col. Jay Peno was promoted to the rank of Colonel in a promotion ceremony held at the Headquarters of the Georgia National Guard.

Peno is the Human Resources Officer for the 3,000 full time-members of the Georgia National Guard and Deputy Personnel Officer for the 13,000 members of the Georgia National Guard.

A native of St. Albans, VT, Col Peno received his B.S in accounting and computer science with business concentrations in 1989 from Trinity College, Burlington VT, and his MBA, summa cum laude, from American Intercontinental University in 2005.

Col. Peno joined the USAF and subsequently the Vermont Air National Guard (VTANG) in November 1983 as a flight simulator technician and then as an avionics technician through January 1992 when he received a commission and appointed to the full-time position of Budget Analyst and later Comptroller in the VTANG Comptroller’s office. In August 1994, he was reassigned to the VT National Guard human resources office as personnel officer responsible for labor relations, EO/EEO, employee assistance, and technician training/payroll budgets. He continued in that position and was promoted to Supervisory Personnel Management Specialist Vermont National Guard in 1996.

In April 1998, Col. Peno was recruited to work for the Georgia National Guard human resources office, among the “top ten” National Guard states with over 13,000 Guard members. He was appointed Labor Relations Specialist for the Georgia National Guard, and later Deputy Human Resources Officer responsible for labor relations, employee relations, classification, staffing, manpower analysis, EEO, HR database administration, active Guard/Reserve program and HR network administration as well as other general human resources functions. In May 2008, he assumed his current position as Human Resources Officer for the 3,000 full-time members of the Georgia Army and Air National Guard and also serves as the Deputy Personnel Administration for the 13,000 members of the Georgia National Guard. Peno commanded the 165th Airlift Wing Services Flight from November 2000 to October 2003, and currently serves as Director of Personnel for Headquarters, Georgia Air National Guard. Col. Peno is President of the Georgia National Guard Foundation and also serves on the board of the Georgia National Guard Insurance Trust.

Among his professional military education includes Flight Simulator Technician, Avionics Technician, Airman Leadership School, Non-Commissioned Officer Academy, Financial Analysis/Financial Services Officer Course, Basic Personnel Officer Course, Defense Equal Opportunity Management Institute, ANG Labor Relations Course, ANG Force Management Course, Squadron Officer School, Air Command and Staff College, Air War College, The National Guard Bureau (NGB) Hearing Examiner’s Course, and The Atlanta Justice Center for certification as a state and federal mediator. Col. Peno’s decorations include the Meritorious Service Medal, Air Force Commendation Medal, AF Expeditionary Forces Medal, Global War on Terrorism Medal, Army Commendation Medal, and Air Force Achievement Medal among others. He also holds the Georgia DOD Meritorious Service Medal and Humanitarian Service Medal, as well as numerous medals and ribbons from the Vermont National Guard.

Col. Peno is married to the former Catherine Masante. They reside in the Atlanta area
